I noticed the eyes but in my defense, I cannot tell if she could move them.
As for a name, well, an early Disney character was Clarabelle Cow. Mirabelle and her little friend Clarabelle.
As for moving, with those stubby arms, I doubt that she could manipulate anything well. A locked door would be too much for her.
Trying to imagine the cow trying to do her old job. Even if she could talk, who would take her seriously?
