Not every TG is witnessed after all. And odds are not everyone would be willing to openly discuss how they were changed.Yeah, I know it feels (at least to me) that this Cap could be considered a cop out, but lets face it. Not everyone likes to talk about everything, especially themselves. Thus I figured that it's possible that a subject for one of these stories probably would feel the same way.
