This picture belongs to the story of an android, Seizeilizei from the ancient era.See also
Seizeilizei finally found a town, that means mankind are still alive and she enter the town... that is actually federation's anti-empire-front-line fortress, Mediggo.
There is no concept of an android among federation (because their civilization is around WW1 level), therefore what they understood about her is just, "something like human".
Federation rises their alarm and intercept her.

I think that the evaluation of drawn face is based on one's culture and race (i'm not racist)
I feel comfortable to maker it looks like japanese, I mean flat face cause I am japanese
also i'm not trying to draw realistic humans

You say, it's a matter of Style, and you're right.
Everything that makes you feel comfortable with your Art.
But I'm not a great fan of Manga-Style, especially when it comes to faces.
Sometimes, like in your case right here, Manga Faces are the only unnatural thing in a natural feeling setting. It's like she wears a mask with a smily on it, like Guy Fawks.

It IS a fantasy Setting (Or sci-fi) and everything is realistic in it's own way, in the way of the setting and world, but the mangastyle, what is a completely different style and off the setting.
And by the way, she doesnt look japanese at all. Mangas never do, they barely look human. AND the style doesn't differ between asians and europeans for that matter. Drawing Manga style to make something look more like asian or japanese is of no use.
I could go on forever about messing around with Manga style, but All I really want to say it,
Your Art is great, this setting is good, the mood is nice, you should train semi-realistic Faces.

I understand what you mean, no doubt, all of things are very logical and pointing right.
well I don't like to have arguing, because it is not what i want to do here and also I always can't say everything I want to say because of me English skill.

I think you don't like manga-style so you can't notice the difference. I can notice the difference of Asian & Europian styled face IN manga style.

I meant I drew her in Japanese-based in manga style. not a realistic way.
also I need to mention that there is so many stereotype of "Asian-face", to be honest I feel really tired when I see such a thing, like "ah, that stereotype again!".
I think it also makes a deference of point of view between us.
let me say I am not trying to provoke you. 
But as I told you before, I am not going to draw realistic, or semi-realistic faces because it doesn't fit to MY concept so far.
There are more things that I want to counter-argue but, yes, we are not enemy each other, lets stop it here!
Anyway it is nice to get opinion from you. There are NO Japanese who give opinion. Only things they give us are like "wow great" "keep on " "good!".

I love long replies. also, it's difference, not deference. The sooner you start making it right, the better it is.
Well I see it's the style you chosen for your Project, and there is nothing I can say against that. For me, Manga Faces all look the same. If you're going to make more artwork including Humans you should be ready for comments like "All great, but the faces."
