Lol~ To do it in Photoshop, you have to change the Brush to "Pencil", go to View >Show >Pixel Grid and starts your pixeling c:
To make an animation, you have to go to Window >Animation. You must draw each frame before you animate though, or it will get frustrating~ Like my blinking blue took about seven drawings to just make him blink then I put it all together in one animation~
