Description
LOUDMOUTH is encountered almost immediately after JAILBAIT is killed. Once she hits the floor, an ungodly scream tears through the atrium, and the team barely has time to glimpse LOUDMOUTH until a horde descends, chasing them through the psyche ward to the gymnasium. And there, he waits. He chatters and cackles to himself, saying her name over and over. Poor thing. Put him out of his misery.(note: first version was called CHATTERBOX)

So basically you have to shoot him when he has a friend pinned because if you rush at him with a melee weapon while he's screaming your character will be stunned because of the volume?

correct. in this case, sticking close together in a group is actually a bad thing. course, when you're apart, it's easier for him to single a person out. it's a catch-22. X3

I love how well thought out the powers are dude, it's a very rare thing to see this much planning when people create a new Infected. It's a sight to behold.
