Not to be GAF or anything, but should I point you to some goth fashion pages? Although the color scheme is relatively dark in a world or yellow, pink and blue, this is not explicitly gothic. True is has undertones, but only slight ones.

Regardless of all that, I said it was not and is not gothic Lolita. It neglects the bell skirt silhouette in favor of the slim hourglass figure. While the design is appealing over all it doesn't carry enough of that inherit cuteness native to most if not all Lolita styles.
