It looks like the bubbles from a deepwater helium dive...
If you could abstract some cityscapes into the bubbles, you'd have the perfect environment for the next hit sci-fi movie!

i love the (imo) dry background with what looks like balls of liquid... like it was in zero gravity... it looks cool...
