I really love Tropico, and i really love GTA, so one day i thought why not make a game that combines the Gameplay of GTA with the graphics of Tropico?


So far, there are a couple things to note about the different area's on tropico:


In the north-west, tropico is the most developed with the capitol city, the cultural center and the tourist-trap city are clustered onto a peninsula.
This area is connected by a narrow landbridge to the rest of the island, where the west coast is still the most developed district.
Geographically, the mountains sepperate the mostly civilized part of the island from the less developed, more rural parts, where there is less police.


Currently, the Idea is for players to start in Puerto Angelico as immigrants and to have them take part in riots against the government eventually.

Once they did so, depending on how they behaved through the previous tutorial missions, they flee the police to one of the starting villages around the islands.

(For instance: Cara Libro near Tortuga City being the starting village for the communist players.)


Over the next gameplay months, you'll build up your resistance until you liberate Tropico City, the capitol of the island.
Your actions and morals would play into your storyline and influence which foreign superpower secretly supplies you with weapons.

(Social Values: UDSSR, Capitalist Values: USA, Nationalist: Ex Nazis from South America, Royalists: Commonwealth Hardliners, Environmentalists: Greenpeace, etc..)


Until you find a superpower to supply you though, you have to win the hearts and minds of the population for your cause by either threatening them with violence or handing out books, for instance.

Whatever you choose, it will influence your future gameplay and may increase either your bank account's difference or the number of people who want to join your revolution.

However, you have to equip your troops before you can send them into battle, so you have to buy or steal weapons and equipment for your people and maybe even train them.

After playing the singleplayer campaign, there is obviously multiplayer where more than 100 people can play their favorite factions against each other or play sidemissions like racing or football.
My main innovative idea here is to give players the option to play in different ways without being harrassed by toxic players, which is my main issue with GTA Online.

Instead of being forced to play or interact with others, players can choose not to play for one of the revolutionary factions and instead play as a taxi driver or police officer, having to abide by the respective rules for each profession.

If a random player now (or generally) chooses to attack another player, there will be consequences (like a different wanted system thats more realistic than GTA's) which should make griefing less inviting.

Instead, combat between players should be based on a squad system that gives every player between 3 and 50 NPC's to command and equip.

(and at least in singleplayer multiple platoons and map-based strategic planning to engage in larger revolutionary battles)


Not using weapons and staying stealthy will be rewarded ingame by not causing unrest among civilians and not provoking police investigations in populated areas.

That way, a player that chose to play as a taxi driver or anything else peaceful would not be worth the trouble of having shot someone in a public area senselessly, on the other hand a player that wants to perform a raid or attack on an enemy faction would be much more inclined to stay undercover until they can strike and for instance be motivated to use silencers both for their own player as well as the NPC's under their command.


The higher the rank of a player on a server is, the more they can take part in their factions tactical decisions to gain territory and choose their factions moral path (good or bad behaviour towards civilians for instance)

Lower players then get missions assigned by AI to advance these goals (attacks, raids, recon, etc.) or perform other tasks for the revolution in the main game.


If one faction gets stronger than the others, the other factions get slight bonuses to keep the ballance. If one faction still passes a certain point, an international intervention (US invasion) may happen.
A dedicated faction can still reach victory over the other factions and overwhelm the tropican government. If, ideally, there would be 10 very large Servers per region (NA, EU, Asia), this would then be blocked on the 9 others until the new government is brought down by one of the other factions. (as there are 10 factions in general, theoretically each of these 10 servers could be controlled by a single faction.)



I dont think ill get into Game design or that ill ever have the oportunity to make this game happen, but if some large company comes around and wants to use this idea, please feel free to message me for other ideas i had on this game. Would be nice if i got a new PC or a couple bucks in return XD

The Map is about 48 by 49 km in size, which comes out at ~2352 sq km, which brings us right into the ballpark with samoa and the reunion islands and gives us a good guess that up to a million Tropicans could live on the island.
At the current militarisation rate of cuba (6,74 per 1000 people) that gets us... you guessed it: around 67400 Servicemen and -women.

    Ciudad del Vicio (Vice City, GTA VC)


        Serves the same purpose as in GTA VC, is the high-end Party Location on the Island and has a great Nightlife.

        The local Economy greatly relies on Tourism for income.


    Tropico City & Puerto Angelico (3D Los Santos and San Fiero from GTA SA)


        The Twin Cities of Tropico City and Puerto Angelico form the Capitol and the Cultural Center of the Island,

        where Tropico City has a more modern style and a great administrative district, Puerto Angelico has a large downtown and many artists who give the city a vibing... evening life.


        Santa Clara (Suburb)


    Ciudad Libertad (Liberty City, GTA IV)


        Ciudad Libertad was build during the late 19th Century when American Investors helped Tropico build its Iron and Coal Industry.

        Its the Center of the Tropican economy and has large industrial districts with direct water access.
        Most locally build commercial ships in Tropico are build in Ciudad Libertad.


    Les Saints (HD Los Santos from GTA V)


        Les Saints has formed from french colonialists who tried to form a colony at the same time as the spanish did.

        Given the geopolitical distance of the time and both early colonies having to deal with native resistance, the colony was tolerated and developed into the City Les Saints.


    Tortuga City (New Bordeaux from Mafia III)


        A former Pirate outpost turned subcultural capitol, this city is hidden in the southern plains and its vast river networks.

Update 03.09.2022:

    Closed up the unrealistic first outlet from the Lagoon and placed some rails (Red: Passenger, Mixed Use, Purple: Freight)





In terms of current map design, feel free to leave suggestions in the comments. As you can see, even after adding Vice City, Los Santos (3D), San Fierro and Liberty City (GTA IV), the Map is pretty empty. Its missing Villages, farms, rural population and stuff. So if you have an idea for a Village here or a secret thing there, just let me know.

Update 01.04.2020:

I added New Bordeaux and Los Santos from GTA V to the map and edited some of the areas, laid out some traintracks and also turned the southern stretch into the playarea of red dead redemption. (Not sure how to display desert tho, but the general layout is nice.

This is nice. But it should be a whole archipelago like in Tropico 6. That would be awesome
