Wanted Levels:
The Wanted Level in TRoaR works a bit differently than GTA`s or comparable games Wanted Levels:
If the player travels alone (Incognito or early in game) the wanted level works much like GTA`s, but with less aggressive Units, more laid back gameplay and generally a more 1970s police force:
Lvl 1: Police Officers in the Area (verbal area, tropican Officers dont carry personal radios) are alerted and try to arrest their suspect. Firearms arent used unless fired upon.
Lvl 2: Police Officers are alerted over the patrol cars radio and move in with their cars (usually 2-3 at lvl 2, 1 at lvl 1). Reaching Lvl 2 can be avoided by killing all officers before they reach their car to call backup.
Lvl 3: Police and State Police Units (better armed policemen) are called as backup and move in. Helicopters might be called in difficult terrain. Radio stations warn people in the area.
Lvl 4: Helicopters will be called, the police start acting agressive and use their whole inventory to stop you, radio stations tell people to stay inside and lock the doors.
Lvl 5: Local Armed Forces Units join the fight in limited capacity. Their automated weapons and armored vehicles should be enough to stop you.
A Wanted Level in a Local Police District will go down over time. Lvl 1 will go down instantly, Lvl 2 will turn into Lvl 1 for Officers with Recognition Skill over 70, who might confront you in the streets later.
Lvl 3 turns into Lvl 1 as well (basically to emulate wanted posters at police stations who are only looked at by certain police officers) etc...
If the Player travels with their squad and is encountered by police or military officials, the wanted level works like this:
Lvl 1: Local Police Officers are allerted, the squad will be confronted further down the road by their sergeant who either wants to talk (neutral to good standing) or fight (bad standing with the locals)
Lvl 2: State Patrol and Local Armed forces search for the Revolutionarios in the Area with Orders to attack
Lvl 3: Local Armed Forces Search and Destroy Revolutionarios
Lvl 4: Armed Forces from the surrounding Areas are brought in to fight
Lvl 5: The whole tropican military is hellbent on destroying you. All of it. At least those who havent defected into your ranks yet.
The Wanted Level for Player Units (Revolutionarios) stays the same in areas and can only be changed by executing missions that bring the peoples opinion up.
Level 5 can not be changed unless the area is liberated completly. Level 4 automatically turns into Level 3 after each encounter. (To emulate Tropican Command First sending local units, then reacting to backup calls. Level 5 Staying the same is the Command remembering a heavy encounter: Tropican Units are permanently stationed in the area.)
Level 2 is the local governor trying to get rid of a growing problem, Level 1 is the local police force dealing with problems their own way.
Between each Wanted level (both Player based and Unit based) is a long period of escalation and many ways to avoid raising the wanted level (mostly relying on radio contact).
This way, a fast rise from 0 to 3 or 4, like seen in GTA, shouldnt be possible, unless the Player is traveling in a Squad of Tanks or Shooting a Bazooka or Machinegun in a City.
The focus should be more on the long term impacts of raising El Presidentes attention vs. the short term gains of going guns blazing in a mission before you can afford to do so.
