Chara is 12 years old , while frisk is only 9 (in my story , of course)
Frisk spent 2 years living in Underground , that's why they 're smaller than Chara in the beggining , but in the end of the journey they're the same size as Chara and Sans too.
I hope that explanation will make things clear ,
