I just VERY recently found out what their making fun of. Apparently, he looks a lot like an old SNL character. I don't know his name, though. I think it was martin short who did the character.

You're right, MacPhearson was probably the only real serious villain in the movie, though I did always find it hilarious that he always seems to be talking through his teeth

Yeah, really! The only time Kalgan seemed menacing was when he was all like "I WANT THOSE COUNTERMEASURES!!" when he had Spider Skank hooked up to that laser drill (which is not unlike ancient dentistry, not that you would know anything about that ). For the rest of the movie he was so hammy and over the top as a villain he might as well have had a handlebar mustache!
