That's what Sandhop meant by "I missed!" It was a slight mistranslation of "I'm too late!"

While this picture may be funny, Loid did not kill Teddy. The translation Tomato did to Mother 1+2 is more accurate than EB0's. In EB0, when Loid appears while firing the tank, he says "Shoot! I missed!" But in Mother 1+2, he says "Oh no! I'm too late!" Mistranslation I guess... I mean, I don't see how Loid could have done that to Teddy.
