"Fitting a steam engine into something so small has been a huge challenge. Any other means of locomotion was deemed unaffordable since fuel prices had been rising steadily for the last few months, so we had to try it.The greatest advantage of that engineering choice was that RP-3 (or Rupert) was self-sustainable, being able to collect all kinds of combustible material from his environment and feed it to the miniature boiler that consists most of its body.
Being noisy and quite clumsy, it was decided early on that he was impractical as a spy cyborg, despite its small size. As soon as this prototype was finished in 1942, Viorlac Corporation found a new chemical catalyst that allowed faster and more efficient fossil fuel extraction out of recycled plastic. Fuel prices dropped drastically and the project was scrapped.
