Description This one is long overdue. Anyway, here are explanations for the flags.

Minbenthac:The green represents the fertility of the land, while the black represents power, as black sometimes does in the dracon lands. At its center, the sun stands for the city of Minbenthac, which has long deemed itself to be a bright star in an otherwise harsh region.

Naushindcalgoa: The dark blue represents the ocean, as Naugoa (its common name) is a major coastal port. The light blue triskelion represents magic, which is so integral to the city's power and identity.

Hekaga: The red represents blood, which the black symbolizes power. It is unclear what the crescent stands for, but it is commonly said to have been to the symbol of the dragon which used to rule the city.

Hewaniar: The background colors are those of the city's current royal family, while the scroll represents knowledge and more specifically, the city's major schools.

Hurthithes: More obvious than the others, this flag represents the city's fortress and the three rivers which flow into it.

Qumadoras: The purple diamond stands for wealth, but the origins of the background colors are unknown. Possibly, they stand for coast and the sun.

Perionigo: The dragon on the flag is there only to get attention. Being the smallest of the major dracon cities, Perionigo's rulers have felt a need to compensate in some way, so representing the city as a dragon is a way to do that.

Taoulmuansi: Each of the five stars represents an attribute of the city: religion, justice, commerce, strength, and industry. The gray background simply contrasts well with the stars.

Kapra: The black is simply an easy way for the city's ruler to distinguish it from the other cities.

Hello:
 Those are nice flags... it kinda makes me think how Minbenthac and Hekaga are opposites in the overall Dracon territories.

 The last three kingdoms are the ones I know the least about, I am not sure you have mentioned them at all before (or at least not near as Minbenthac and Hekaga). From those three, Taoulmuansi's flag is the closest to real-world flags as each part of the flag has a defined reason to be. While Kapra's flag, while it does distinguish, makes me think they might want to, someday, try to get a new design .

And Kapra was made to be simple to stand as a contrast from the others.
