Description
Concept for main character in my new short manga (in progress)This girl named Sea, a young cadet, embark on their journey to a new military unit, situated in a large city fortress.

Designing things isn't something you have to ask permission for, as long as you're making it entirely out of your own work. You only need to ask permission if you're borrowing someone else's character.
As for your lack of confidence, the only way to improve is to keep at it. Giving up helps no one. If you decide to give it a shot, feel free to let me know; I'd be glad to take a look at it and offer constructive criticism.
