I've always thought of merpeople as being hideous and terrifying but have a sort of spell over some people that makes them look beautiful.

Could be that sailors got so lonely, or got sick or whatever, and then they saw a sea cow (manatee, dugong) or a dolphin or something and thought it was a mermaid.
