I'm basing the colors to emotions. Unlike the other characters (with the exception of Tad) Bill has the ability to express himself through colors wither he wants to or not. His underhair and eyebrows, (and third eye he will be earning later on) will express themselves when the emotion is strong enough. In this case, green is fear, yellow or brown is neutral, orange is frustration, red is rage, blue is sadness, etc. etc.
And I'm not legally obligated to answer that question if Tad should return.

And one last thing how old is old (physically) Bill, right now?
And what does it mean for demons or angels to change the age of their physical human form?
Because I rechecked the first pages of the story and Bill, in fact, it is older =A=

Currently in the form that Bill is in now is roughly the same age as Dipper if not slightly older by a few months.
I'm just drawing back from my days going to church so forgive me if I'm wrong, but I'm playing off the idea that god made man in his image thus the demons and angels do so as well. So when they reveal their human form, the age they are represents the level of maturity and various other things. Bill showing up as a child shows that he has a tendency to not take things as seriously as he should while Tad is more likely to do so. But I'll throw a little hint here and that being shown up as a child is not all that bad because one becomes more... child like, if you catch my drift.
And yes, Bill was older in the prologue and I will say after the prologue he shortly became a child for various reasons that will be explained later.
And you are very welcome! This actually helps me in solidifying the plot so if you have more questions, feel free to ask though I do warn I wont answer them if I feel like it will reveal too much, haha.
