Not sure what there is to say. Your skills is fantastic. I love the contrast of the neon lights against the dark smoky background. Mostly though, I love the close-up of the alley, how it makes you feel like you could walk right down that street.

Rain was made with custom hard round brush. A lot of scattering and motion blur on top of it. Hope that helps

As for layers, I think something like 4 [I don't count those which were immediately merged]
-background
-crowd
-front characters
-rain and glow effects

I like to keep it simple ;]

If I had to consider each new layer which I make during process it would probably go up to 100 or something, but when I'm happy with something I instantly flatten it.
So in simple words, when I design front characters for example, the base is already there from initial sketch and on new layer there are new details, when I'm happy how they look I merge it with base sketch.
