...the glassy-eyed stare of a kelpie

GOSH this character has been floating around in my head for TOO LONG.
Here's some basics:
- would have a voice like Charles Dance but with more teeth
- frilled shark hippo
- teeth are implants/stained (they weren't born that way) but ears are a birth defect
- small ears allow for better swimming experiences, though
- was going to be a cultist for SA, originally born to the Talori (has no problem with sacrificing others to gods)
- is probably still a cultist
- nasty stinky swamp monster, grows duckweed and other freshwater swamp plants on their back/in their mane
- VERY cunning and silver-tongued
- maybe telepathic, since those teeth would make it hard to speak?
- would steeple fingers if they had them
- chaotic evil, bigtime

A good friend has convinced me to keep him<3
