Kind of.

Not by photoshop layers,but I separate them by clumps of hair,using three basic tones; light,mid,and dark.After making sure the basic shape and form is right,I added more detail and more tonal values in between.

This might sound complicated,but it's actually pretty easy once you get the hang of it.
