The U.S.S. Voyager's return to the Alpha Quadrant brought with it a significant amount of data and included a plethora of information on advanced technologies and species, including the Borg. Chief among the technologies brought back from the Delta Quadrant were Quantum Slipstream Drive (QSD) and Transwarp Drive (TWD).

Handing over of Voyager's QSD and TWD technical specifications and information to the Advanced Starship Design Bureau (ASDB) immediately caused a flurry of activity around these revolutionary concepts. Engineers immediately set to the task of developing the principles and theories behind these advanced propulsion systems in order to help further advance and propel Starfleet, and the Federation, into the future and the great unknown.

Through a myriad of holodeck simulations and mock-ups, the ASDB ran every possible permutation for hull configurations, drive coils, sensor systems, and various support structures in an effort to make QSD technology a reality. Through this method, the engineers came up with the specifications and requirements necessary to take QSD into full development and production:

* The drive had to be capable of supporting both standard warp and QSD propulsion interchangeably.
* Measures must be taken to eliminate or negate quantum stresses placed on the hull during flight.
* No other ship's systems can be negatively impacted by operation of the QSD for any time period.

Simulations and the resulting data also pointed to several key items:

* Hull geometry is a large factor in reducing quantum stresses on the hull.
* The most compatible hull shapes with QSD are composed of flowing lines and integrated hull sections, making classes like the Prometheus, Intrepid, Nova, and Sovereign the best candidates for development.
* The power levels required to propel a ship via QSD are directly proportional to the mass of the ship being moved. This makes smaller ships more efficient and larger ships less so.

It was eventually decided to utilize both the Intrepid-class hull and Voyager's prototype integrated warp/QSD design (VOY: "Timeless") as the basis for the first testbeds. Additionally, the ASDB chose to integrate several other pieces of information and technology into the design in order to make it all work.

* All external hull structures and supports have been treated with a Trellium-D nano-inlay over a thin tetraburnium alloy layer. Trellium-D naturally repels the effects of spatial anomalies and this was found to also apply to quantum field fluctuations during slipstream tests.
* To better affect quantum field flow, the forward facing hull geometry of the Intrepid-class' bridge and deflector structures was more smoothly integrated into the hull lines.
* Simulations using all available Starfleet nacelle designs/layouts resulted in those used on the Type-11 Shuttlecraft to have the greatest compatibility with QSD propulsion, so new nacelle casings were designed using the Type-11 as a template.
* The testbed would retain its signature variable geometry warp nacelle pylons, despite advancements made in warp field coil technology preventing damage to subspace when traveling at higher warp factors.
* To ensure proper power utilization by the main deflector while forming a slipstream tunnel, the drive core was moved forward and the deflector tied directly into it.

The final result ended up becoming an almost complete rebuild of the Intrepid-class frame, installation of a newly developed Hybrid M/AM Warp/Quantum Slipstream Core, implementation of interior design elements taken from the encounter with the U.S.S. Dauntless NX-01-A, and a somewhat extensive rearrangement of the interior.
