When Lulu sent out Frillish and Leilei, she immediately ask Frillish to use water sprout, ominous and spin at the same time covering both the pokemon with purplish water. Next, Leilei use Synthesis causing the water to bright and next, it used magical leaf to break out the water while Frillish uses Bubblebeam to create an atmosphere as if it was in a flower garden. At the same time the Petal seal flow out with the pokemon as they were trapped inside the water also. The two Pokemon landed on the ground, they call out cheerfully, making an awesome appearance.

The reason why Leilei and the magical leaf shine exceptionally bright is because of the synthesis Leilei used.
Frillish shined because, well, she is shiny after all..
