I usually save them as .gif files, using the "File > Save for Web & Devices" option in Photoshop. If you save them as .gifs using the "File > Save As > CompuServe GIF" option then they won't animate. And to create the actual animation, I use "Window > Animation" and work in the "Animation (Frames)" setting. That might make no sense at all, but I suck at explaining things.
