Okay... for starters picture wise I do like how you drew her. Her design looks really good and I especially like how her hair is highlighted. I also like the outfit she has. She looks like she someone from the Age of Empires who loves oceans and sailing the seas while having adventures. She has potential to be a good character. At least for a Adventure and/or Fantasy story.
This is where the problem comes in, and just to note (just to be sure we're clear) I am not trying to be rude but I am just giving thoughtful criticism to help you out. She doesn't fit in Hetalia. You see Hetalia is a series about personified countries/nation states and civilizations that operate similar to a country/nation state (ex. political divisions, micro nations, city states, etc). The ocean, however, is not a nation. Not only that but she's the ocean. Personifying the ocean is just as arbitrary as personifying continents which you mention in your profile (in fact I see you have personified them).
The problem with personfying continents is that the population in those huge land masses are so polarized/different that we can't sum them all up into one character. The reason why it's more plausible/easy to personify countries/nation states, as well as their political divisions/cities, etc is because they are concentrated enough that they have an identity and can be easily sum up as people. Even with nations that are more diverse like United States and Canada for example can be sum up easily then continents because of this reason. As for the ocean unlike nations the ocean has no population (except for the sealife that lives under it that doesn't count) to foam a culture. Therefore no culture means no identity and no identity means it can't be made into a person. The same can be said with Antarctica as there are no people living there either.
So overall it's a nicely drawn character but the idea you are using for her and the continents is arbitrary. Again she would be better off in another series.
