I'd kinda like to point out that it's not only Chinese people that eat dog...Koreans and Vietnamese people do too. I've heard this from a few Vietnamese and Korean friends.

Ok, for one thing, I think your student is being racist. Regardless if Japanese people eat dogs or not (and I don't think they do, but they do eat whale), you are American (I'm assuming you're born in America). Just tell him/her that you are American and Americans don't eat dogs. End of story. If s/he says "But you're half-Japanese", you can ask him/her if s/he's mixed with French and if s/he says yes ask if she eats snails or horses because French people do.
