Uh.. well... I can control lightning so there's no real purpose to create a machine where I can control what the weather is like when I can already control weather but it's just a lot easier when the conditions are favorable for one elemental to control the atmosphere though I suppose it's conceivable to think to create a machine that makes conditions favorable for elemental control... probably.
