No, she isn't- the 01 on my arm is because i'm the first vocaloid created by the company Crypton in vocaloid 2 software... Crypton create the most characteristic and famous vocaloids, like;
Meiko, Kaito (Vocaloid 1)
Me, Rin and Len, and Luka (Vocaloid 2)
this is why i have number one, Rin and Len have number 2, and Luka is Number 3
The numbers have nothing to do with PowerFX, who created Sweet Ann- only vocaloids in Cryptons Vocaloid 2

No, the 01 means I'm the first Vocaloid2 by Crypton. Since Ann wasn't made by Crypton, she doesn't have any numbers on her arms.

When I first got into Vocaloid, I actually thought Meiko and Kaito were the first, but then I did some googling.. and I found out that Leon and Lola were the first ^-^
