One of the them looks like rigby from regular show

That would be Rotti. He's a raccoon, and he can be rather annoying sometimes, so you can say they do share similarities.
The other one, however, is Puppetstrings. He's aΒ Draconequus, like Discord from MLP ((I'm not a brony, however)). He's a very kind, polite animatronic, and the big brother to Rotti.
Hope that clarified who these two are!
