Vio can't see shadow because he doesn't believe enough to see him, Blue however can see him because his belief isn't blinded by Vio's logical insistance Shadow is not there.

Being the logical one, Vio doean't believe Blue, who can see Shadow unlike everyone else.

"One night while his twin slept, Blue noticed a transparent boy sitting outside his window. Upon discovering his name, Blue decided to become best friends with the ghost like child. Morning rolled around but when Blue happily introduced Vio to Shadow he was soon disappointed to find that his brother nor his father could see the boy. Insisting that he had imagined the boy. Adament that Shadow was real, Blue promised that he would always be friends with this so called imaginary friend."
