It's not canon.
Now, people say it's canon for Canada to smoke weed since it is legal in Canada to do so. However (this applies for all the nations), I believe that none of them would EVER do such a thing. I think it'd be one of their policies for them to be a good example of the people who live in that country, and smoking weed--no matter how low their self-esteem is of how crazy they are--to do such atrocities.
