Well something to keep in mind; the Dragon Ball manga began in 1984, and Z's manga started in '88. And while Videl's introduction came after the 80s, that doesn't change the fact that the 80s was still the time frame that the modern society of DB was based around. GT was made in 96, meaning that modern society was based on the then modern sociology, just as its predecessors did.
In short, Videl's talk of boundaries and Valese expressing lack thereof are a matter of a difference in the times.
Well, those are my thoughts, anyway.

Basically, Videl and Valese just grew up in different times
Either that, or Valese is just a lot more easy-going than Videl was when she was in school XP
