I also think why I never felt compelled to get one is because of the way to evolve it from Haunter.
Never really was a fan of trade evolution because I never had friends to trade with in my days of Pokemon.

His appearance/Personality in the anime!
He's so funny when he Poison Jabs Brock when Brock is all girl happy and it's so cool.
2)His design.
He looks like a poison dart frog fussed with Kululu/Kururu
from Sgt.Frog.
They even both have the same smile.
