Unfortunately the new chat and friends UI can't be modified normally, however you can add -nofriendsui and -nochatui to steam's launch options to use the old versions that are skinned.
Right click your steam shortcut and select properties. In the target field after the end quote enter -nochatui -nofriendsui
save/apply and if you entered it correctly you should be back to how it was.
edit: We do have an official steam group for the skin where posts will get to replied to more consistently.
