That's true. I don't know why Sabastian… well he is a main character and "one hell of a butler." However Claude is a villain and more dangerous, also he's extremely unpredictable. (As an aside the undertaker is my second favorite.)

yeah. but when you think about, yes claude did break the pact but from each characters point of view there is a different villian. like from ciels point of view its who ever killed his parents and for sebastian its reapers and whoever interfers with master and etc

The point you made is true, just to reiterate that point and add to it, when you think about it there's a different villain for all the characters depending on who's point of view you're sharing as the audience. I think I said that he was a villain mainly because I have an affinity for villains, but also because it makes sense for most people to see him as such.
