Inspired by underswap and storyshift, PairSwitch switched out characters in pairs. So Sans and Papyrus switch places with Napstablook and Mettaton. Another thing that makes this interesting is that it used to be ordinary Undertale, but something wend differently when Chara fell, resulting in changes happening. So let's break down the characters:

Echo the Flower: golden flowers and annoying dog were swapped with echo flowers and temmie.
Alphys, caretaker of the Ruins: nerdy anime lover and former queen of the underground. Constantly worried about fallen human's safety.
Sans: prankster that bypasses the door with his "shortcuts". Has an excellent sense of humor, but doesn't know when to stop.
Napstablook: spectral sentry of Snowdin. Melancholy, but likes music and feeling like garbage, which is how he ended up making a promise to Alphys to look after the fallen human. Too lazy to fully bond with his jacket.
The Fabulous Mettaton: loves quizzes cake, drama, and saying "ohhh yes!" His body was made by himself and napstablook for a Halloween party and he has since bonded with it. Wants to be popular. Is it a scarf or a boa?

Asriel: son of Asgore; Captain of the Royal Guard, and Toriel; Royal Scientist. Wanders around snowdin and Waterfall.
Asgore: Captain of the Royal Guard. Doesn't truly wish to harm humans (for reasons he does not remember), but dares not go against Empress Undyne.
D.D. Apper: creator of the CORE that was shattered across time and space.
Goner Chara: first fallen human that fell in the core and was forgotten, triggering a series of events that changed everything.
Mad Person: angry cloaked person.
River Mew Mew: owns a riverboat.
Muffet and Grillby: Royal Guards of Hotland.
Toriel: Royal Scientist. Attempted to strengthen monster souls resulting in the amalgamates, which weakened her will. Feels like she betrayed her former subjects, and holes herself away in her lab. She's so shook up by it that she isn't even upset at her husband for pursuing humans.
TGP (The Great Papyrus): cyborg celebrity of the underground. Introduces himself with "Nyeh heh heh!" Runs a Puzzle Show, a spaghetti-cooking show, and is staring in "oh, one true date?" Runs the TGP Resort.
Doggopants: has no idea why TGP thinks hazardous bridges and deadly spikes are the pinnacle of youth.
Papyrus EC (Extra Cool): yep, that's his date outfit. also he has biceps.
Empress Undyne: led a revolt against King Asgore after Papyrus is severely injured by a human. Because it's Papyrus, everyone aids her and as a result Asgore is dethroned. Now the Empress of the Underground, Undyne rules all with an iron fist, and waged war on humanity. Alphys, who loved human culture, sealed herself in the Ruins.
Monster and Goner Kid: Childhood friends of Chara. Goner Kid fell with Chara into the CORE, but absorbed their SOUL, which messed up the space-time continuem resulting in them switching souls. MK absorbed Goner's soul and crossed the barrier only to die.

Note: for minor characters, which pair characters switch with each other is prone to change, for instance I could have it so that instead of Dummy switching with River Person and Mad Dummy switching with Gaster, I may decide to have Dummy and Gaster switch instead, with Mad Dummy switching with River Person.
