Yes, they have to be constantly hydrated, then your outer cities are quite humid, with many fountains. Inside the houses there large jars with water and humidifiers, usually you find the furniture, with dew.
Apart from ingesting enough water, if I were to turn this into a game, there would be a bar of hydration, which would fall constantly. There would be items that increase or slow the dehydration. Hot or humid environments also influence the speed of the fall.

maybe you could try at a lower scale instead of directly starting a game from scratch
you could try making a mod for a game like minecraft!
the most boring part in game development is coding the engine of the game
when you do a mod it's mostly artistic features since the engine is already coded
3d models on source, textures on minecraft, sprites on starbound etc... see what i mean?
