Final Smash: Either Army of One or Gestalt Odin with an alternate moveset, probably Army of One.
Down Special: Mediguard
Down 2: Brave+Faith
Down 3: Shell+Protect
Side Special: Thundara with Thundaga on smash
Side 2: Fira, Firaga smash
Side 3: Blizzara, Blizzaga smash
Mid Special: Thunderstrike
Mid 2: Firestrike
Mid 3: Blizzardstrike
Up Special: Aerora, Aeroga smash
Up 2: Blitz
Up 3: Thunderblitz
Thunder moves have a chance to stun the target with the -ga variants being guaranteed.
Fire has a chance to burn for DoT, -ga guaranteed
Bizzard has a chance to freeze-slow the target, -ga guarantees a slow and has a chance to freeze solid
Aero has a chance to cause the target to trip, guaranteed in -ga format, airborne targets will fall straight down rapidly.
Shell+Protect gives a temporary buff to defenses reducing the amount of damage she takes from attacks.
Brave+Faith gives a buff to attack power increasing the amount of damage she deals with her attacks.
Her buff spells each have a cast time similar to the charge rate of Mario's FLUDD and will cause her to be stunned if interrupted by an attack.
Costumes: Guardian Corp.(FFXIII), Etro's Guardian(FFXIII-2), Savior(FFXIII-3), Moogle Queen(FFXIII-3 DLC), Pink Lightning(FFXIII-3's pink swimsuit Garb), Midnight Mauve(FFXIII-3 outfit used during the acting story quest)
All of the costumes include the named Garb, matching Sword, and a Matching Shield.
... I spent far too much time coming up with all of that...

These are really great, I love them! Lightning has Commando, Medic, Synergist, and Ravager roles right? I suggest that her default outfit would be the Savior, since that is her most recent appearance in a non-spinoff.
Are you sure those outfits for Lightning areΒ fully Red, Green, and Blue? You need those for team battles. Don't forget a Yellow and Black swap (and maybe a purple or white swap), even though I find it odd. Since some of the swaps on certain characters reference to other characters (such as Mario's Wario swap), I would have done a Fang swap too as the Blue team swap
Who would you think Lightning would have friends with if she were in?

For Red I'd say Pink Lightning would work, or Midnight Mauve is a deep red.
Savior Garb is pretty Blue.
Not sure on Green, although... You are aware of the outlines for Team Battles starting in Smash 4 3DS right?
For a shout when she's starting up her Final Smash she definitely would have to have "The storm is here!", and maybe some of her smack talk lines from the final boss of FFXIII-3.
For victory poses just use the exact same victory animations as she has in FFXIII-3 with each of those Garbs.
I suppose I could see using Fang in place of the Moogle Queen Garb, though in all actuality even after unlocking all the Roles in FFXIII-1 Fang couldn't do a few of those abilities (Not just the -strike abilities that aren't in FFXIII-1 either). She'd also NEED a different Final Smash since Army of One and Odin are both Signature Moves for Lightning.
Main reason I see for not having Odin as her Final Smash is because it would require another model, which with the outfits I picked out she's already got 8 different models, as well as a completely different moveset based on the moves in both Gestalt mode in FFXIII-1 and during the part at the beginning of FFXIII-2 where she rides Odin while fighting Caius.
PS: Lightning has all 6 Roles in FFXIII-1, there are Lightning "pets" available in RAV and COM through DLC in FFXIII-2, and Lightning can use literally EVERY non-signature move in the series in FFXIII-3.
PPS: I really need to get back to grinding out those last few achievements on FFXIII-1 and FFXIII-3.

Most of the "everyone" who still has those swaps are returning characters who had most/all of them in previous installments and/or characters that didn't have enough "canon alternate outfits".
I suppose they'd probably put the SOLDIER Class 1 Garb in instead of the Moogle Queen one and maybe one of the other "nostalgia DLC" Garbs in place of the Midnight Mauve and/or Pink Lightning. I mainly included the Pink Lightning because "Everyone else has swimsuit variants might as well include one of hers too." Moogle Queen I included because I was blanking on other options at the time. Midnight Mauve made it in because, well, this cutscene says it pretty well: youtu.be/GVhK51HTqmg?t=7m43s (SPOILERS of Main Quest 2 in FFXIII-3 inside)
What exactly warranted the "Wow.."?
PS: Cutscene wasn't the one I was looking for but it's close enough. Hope says something about it afterwards IIRC, been a little while since I played through that part on my 360.
