Sayaka is actually the tallest of the five (there was an illustration of their height difference)

BUT I believe that's inconsistent because there are many instances you see Kyouko being taller or, like you said, Mami being taller XD;

from what I know, the height goes like this:
Sayaka> Kyouko> Homura> Mami> Madoka

Kyouko only looks tall because of her ponytail xD
