To create the Red Eye, I mounted the camera on a tripod just about 8inches above the ground and then I pointed the lens directly upward... then hung a string from the ceiling and taped a red LED light halfway on the string and the white LED at the bottom of the string...

then i pushed the lights around and got them started in a swinging circular motion... because the red was fixed in the middle, its swinging radius was way smaller than the white, giving it the eye effect.
