Honestly...I think a lot of them lol. Β Colored pencils (both crayola and Prismacolor), Copic Markers, Watercolor, acrylic...oils....ummm....even in photoshop or corel painter. Β Maybe I just suck lol.

Naw coloring takes a ton of practice. Try following some tutorials, that can help a lot. I make copies of a pic I want to color, then color those until they're just how I want.
