To use it to it's fullest, though, you need to connect it to a credit/debit card or a bank account.
If you don't do that, I think you have a limited spending amount every month (something like $200), and I am not sure if you can send money to people (you might only be able to use it if you buy from a store site like eBay or something).
I'm not an expert, but I've been using it for a few years now, so I know a little about the site.
