Well what is it, even? Toontown fanart? A Metal Slug parody? A Sarah picture? Maybe it's all three.Here's Sarah, dressed as Marco Rossi from Metal Slug. Β She's got a full arsenal of TTO gags at her disposal and she looks like she's not afraid to use them.

Toontown Online was what got be back into cartoons back in high school. At the time, cartoon styles were generally seen as easy to do/kids stuff, and anime was hot at the time (and considered more mature). This game showed me that cartoon character can still exist in this day an age.
Heck, if not for this game, maybe Sarah would never have come into existence, so I feel I owe some gratitude to the game. It may have lost support from Disney, but even now the game's getting a revival in the way of Toontown Rewritten (which I may or may not be helping test).

Ooh ToonTown, Now I remember,
I never gotten a subscription, but the whole idea always tickled me,
I had fun with the combat and jolly co-operation evident,
I still remember My old Moniker,
Mister Underwear Super Slam,
Not.. Sure.. why..
But it sounded nice, I think.

The combat was pretty simple, but effective! You had your gags of varying strength and accuracy, but also had to use them carefully some times to dole out the best damage.
Throw items were the go-to for attacking, but had a 20% chance of missing.
Squirt gags have better accuracy, but don't do as much damage as throw.
Toon-up is used to heal your comrades by trying to make them laugh. You either made them give pity laughs (low regen), chuckles (medium regen) or roaring guffaws (high regen).
Sound is the weakest and has a high accuracy, but can attack multiple enemies.Β
Lure causes an enemy cog to get closer (by way of dollar bill on a string or a magnet). While lured, they can't attack but they'll wake up eventually. Throw and Squirt do extra damage while lured, but Sound has no damage boost. While Lured, Throw and Squirt will always hit.
Trap is always accurate, but only gets activated when you lure a cog into it. It also goes some heavy damage.
Drop does the most damage of any gag, but has the lowest accuracy. It will always miss lured cogs (because they're too close to you). You can increase the odds of hitting a cog with one of these if you have a buddy throw/squirt them first (they have to take a moment to wipe the pie/seltzer out of their eyes I guess)
In battle, gag order is predetermined (Toon-up>Trap>Lure>Sound>Throw>Squirt>Gag>Enemy Turn>Repeat), but the strategy is in coordinating with other Toons so you can do max damage and don't mess up anyone's strategies, like sounding lured cogs, or using drop on lured cogs. If multiple players use the same type of gag on a Cog, there's also a bonus damage. It doesn't work for Trap though, trying to trap the same cog causes both gags to be expended and cancel out.
Overall, pretty fun! Not the deepest battle system, but it's easy enough to pick up and play.

I have never had the opportunity of playing Toontown because in my country is not well known. Fortunately I played Metal Slug, and it's just wonderful.
Regarding the cartoon styles, in high school I was the only one I liked (I liked that, back when I played Conker's Bad Fur Day), others they preferred the anime, as you've mentioned it.
And regarding the drawing, the colors are great, and the other drawing, lol!
