it's one of the black books of Hermaeus Mora, the deadric lord of fate, knowledge and memory. this book is a portal to his realm in Oblivion, Apocrypha. they contain knowledge from the past, present and future and are meant to tempt mortals until they are addicted to the (litteral) endless informations in Apocrypha's library.
Hermeus Mora loves informations and does not care what knowledge it is. "he" just wants to collect everything there is to know in the universe and hoards it in his library to lure more mortals in and extract the informations they may posses out of their minds... which is not an enjoyable prosses.
