Its so Adorable! Puppies do tend to not howl at their young age, but most can do it but some can't. Like that Husky puppy. Still, the sound they make are cute and hilarious.

wolf pups do. mostlyt cuz in the wild howling is often use so pups learn after they are 1 month old (tho its beenawhile so its not best to trust my knowlegde)

On the case of wolf pups, I think they can at a young age. I've seen it in one of the Kratt Brothers' episodes of Wild Kratts.
