I really like this! The ironic title gives it a nice touch. I also like how detailed the features are. The expression and tensed muscles show how "harmless" this character is, along with the blank eyes. I think that the chains go nicely with the character, showing that it is a creature not to be released. I also like how the character appears as if it's laughing maniacally.
However, there are a few things that seem a but out of place.
The shadow in the background is not consistent with the character in that the shadow's jaw is larger and protrudes outward more. I also don't quite understand the purpose of the light blue highlights on the fur as there is no definite light source. If it is the chains, I don't see a reason for them to be glowing unless they are magical or lasers, or something of the sort. The chains also look rushed as the links aren't the same size. It is also indefinite where the character is. There isn't any texture to suggest the location.

Overall, very nice artwork, and I look forward to your future works!
