What I used to make it was Pixen, which is free, similar to paint, and very easy to use when making animated files!
I don't have much experience with Paint, so I can't say, but if you are able to create animated files in paint, I say go for it!

Oh, this is the base! You just download it, open it up, and color each layer in whatever program you use. But make sure it stays saved as a .gif!
