This here looks like Gloria is trying to disguise her look as an overly-cartoony hourglass figure. Maybe she could shrink her waist using a corset or a cummerbund or something like that.

the "boosum" section of her uniform does get inflated with water when her entire uniform is filled to the top, but here, it's only the bottom half of her uniform filled with water, that's why she is trying to bring some up to the top of her suit
