As Gloria got back to big circus, she notices the circus tent is also getting smaller and the small wooden tub of water looks steeperGLORIA: Hmmmm, things are getting stranger by the minute
1) Dodsworth the Elephant is still nowhere in sight
2) I’m starting to feel cold and heavy that is making me harder to walk
3) Bubbles are coming out of my uniform like a bubble machine
4) Everything is getting smaller
5) My uniform is getting tighter
What’s next, I turn into a fountain?
Suddenly, SPLOOSH! A giant fountain of excess water started squirting out of the backside of her shirt causing her hat to float on top of it
GLORIA: AUGHH, AND NOW I’M TURNING INTO A FOUNTAIN!!!
Gloria struggled to get her hat back on her head while pulling up her tight trousers. But then she felt something else happening. She looked down and finally discovered it’s not everything getting smaller, it’s her uniform making her bigger because of the water from the hose. Gallons of water have filled Gloria’s uniform up to her sleeves, causing tiny droplets leaking out

It was a difficult moment to figure out how to make a fountain effect

The only two things that come to mind is if she had holes in her uniform pants and water would squirt our each hole, or she would have water squirt high out of the back end of the top of her pants where the hose is inserted creating a water-drinking fountain effect...only bigger.
