I can see that if you were trying to convey a confusing and hardly-linear conversation with neither parties truly invested, more interested in something else in that moment, then I can see how the use of intertwining text bubbles and overly-complex panel flow can lead to this feeling of confusion, at the expense of readability. If the text isn't very plot-relevant, this is okay, but if anything is important, than it could be problematic. However if only one or two details are important, you could probably get away with bolding those choice words and leading the rest to be difficult to read as it currently is.
Or maybe you were lazy, or didn't care, or didn't know how, etc.
Whatever the case, it is not my place to judge the reason for, rather to suggest improvements.

I do appreciate the critical input! I will consider bolding a few words as per your suggestion, since I didn't consider that and I think it would help the reader. But on a general level, yes, it's certainly meant to be confusing.

I take it Phoebe either hasn't seen this sort of unrestrained gluttony before, despite the kind of world she lives in (how sheltered would one have to be to not notice?), or is just now realizing an attraction to it.
Or I could be wrong on both accounts and just shut up and wait for the next issue.

It's less common in her world (Earth) than in somewhere like Imperium, where Carrie and Linda live. It'd still be rare enough to be considered abnormal or absurd to most people on Earth.
