5 of these were originally ALCO 4-6-2 Pacifics built in 1925 and 1926 for the C and O. they were rebuilt in 1946 at the C and O Huntington shops as 4-6-4s with a new streamlined cladding in an anticipation of increased rail passenger traffic after WW2 along with brand new passenger cars for a new luxury train between Washington, DC and Cincinnati called the "Chessie". The route proved uneconomical and the locomotives were run on other C and O passenger routes until 1953.Related content

Didn't notice it until you pointed that out. It's almost there for aesthetics, but there is the handrail on top.

I can totally imagine this locomotive chugging along within the Fallout universe games.
Anywhere between New Vegas, Capital wasteland, And the commonwealth. Very magnificent.

Yeah- it definitely fits the aesthetics and time period of the Fallout setting. Though my guess is they were running Nuclear locomotives.
What could happen is this one was still in secondary service when things went bad and it was pulled out for use later. Still plenty of coal to be had.
Heck, IIRC the Danes and Germans during the 1973 Oil Crisis took some of their Steam museum pieces and ran them again in regular service for some time.

B and O museum in Baltimore.
This one's the last one. A lot of the streamlined steam passenger locomotives ended up scrapped, and not many were ever built because from my guess, they didn't need many of them to pull the name trains.
For example, the "Blue Goose" was the only streamlined Steam locomotive the Santa Fe ran and she was scrapped:
